I received this letter [ https://1drv.ms/u/s!Anb2ziWgfH13uGXbBEaPqoAGOx5k ] from the owner this month, which shows the increase in housing rent based on Art.1728 bis. Housing agreement entered into on March 1, 2017.

I would like to know if I am obliged to pay this increase since March 2018 as described in the letter.
